El mercado descuenta que Argentina volverá a reestructurar su deuda; por lo que paga alrededor USD40 por USD100 dólares de valor de los bonos que emitimos y que desde entonces bajaron más de 25%.

En momentos en que una misión del Fondo Monetario Internacional (FMI) comenzará a negociar con las autoridades un nuevo programa de financiamiento conviene evaluar cuál es la expectativa que existe hoy respecto de la Argentina. La solución nunca fue la reestructuración, porque el problema no era la deuda, sino su consecuencia.

Si analizamos la evolución de un bono AL30D, en términos de paridad (es decir, cuánto se paga respecto a lo que técnicamente vale), desde su debut cotizando algo más de 50 dólares, bajó más de 25% para llegar a menos de 40 dólares el 9 de noviembre, niveles similares a los que estaban los bonos reestructurados durante la gestión de Mauricio Macri. En otras palabras, quienes compran y venden estos títulos esperan que, en el futuro no muy lejano, Argentina vuelva a tener problemas con su deuda, la reestructure y le haga una quita.

Diego Piccardo, Economista de la Fundación Libertad y Progreso destacó que “los precios nos indican que, si seguimos con las mismas medidas que nos hicieron incumplir con nuestros compromisos en el pasado, ¿Por qué iríamos a cumplirlos esta vez?”.  Y enfatizó que “si no hay un cambio de rumbo radical, creíble y sostenible en el tiempo, no van a cambiar las expectativas sobre nuestro país” y que para ello es necesario “realizar reformas estructurales que generen el clima y los incentivos para que se invierta en nuestro país y salgamos de una vez por todas de la decadencia permanente”.

El Ministro Guzmán aseguraba que luego de la reestructuración de la deuda argentina, los problemas económicos que arrastra nuestro país hace años se iban a solucionar. Sin embargo, esto no fue así. Lo que hay que tener en cuenta es que la resolución de la deuda era una condición necesaria pero no suficiente para encarar al país en una senda de crecimiento. Sólo es una oportunidad para cambiar las expectativas de los inversores sobre nuestro país, para que argentinos y extranjeros coloquen sus capitales en Argentina para producir y generar empleos. Así, podremos tener un crecimiento sostenido en el tiempo que permita brindar más oportunidades de progreso a todos los argentinos.
